The U.S. and China: Prospects for Trade and Security Relations

Early in 2018, the U.S.-China Economic and Security Review Commission published a report which noted that the U.S. trade deficit in goods with China totaled $35.4 billion in November 2017, its highest monthly level in the past two years.  The trade deficit with China is the United States’ largest in the world.  Two days later, a report by the L.A. Times cited numerous experts who forecast a tense year ahead in U.S.-China trade relations. At the same time, regional issues – notably on the Korean peninsula – remain pressing on both countries’ national security agendas. 

In December 2017, the White House released its National Security Strategy, which asserted that China challenges “American power, influence, and interests, attempting to erode American security and prosperity” and is set on a path that makes economies less free and fair.  

Against a backdrop that includes nuclear threats between North Korea and the United States, an uncertain future in multilateral trade agreements around the globe, and critical midterm elections in the United States, what lies ahead in the U.S.-China relationship?

David M. Lampton is Hyman Professor and Director of China Studies at the Johns Hopkins School of Advanced International Studies, where he also heads SAIS China, the school’s overall presence in greater China. Having started his academic career at The Ohio State University in Columbus, Ohio, Lampton is Chairman of The Asia Foundation, former president of the National Committee on United States-China Relations, and former Dean of Faculty at SAIS. He is the author of: Same Bed, Different Dreams: Managing U.S.-China Relations, 1989-2000 (2001); The Three Faces of Chinese Power: Might, Money, and Minds (2008); and, The Making of Chinese Foreign and Security Policy (editor, 2001).

Lampton received his B.A., M.A., and Ph.D. degrees from Stanford University where, as an undergraduate student, he was a fireman. Lampton has an honorary doctorate from the Russian Academy of Sciences’ Institute of Far Eastern Studies, is an Honorary Senior Fellow of the American Studies Institute of the Chinese Academy of Social Sciences, was the inaugural winner of the Scalapino Prize in 2010, and is a Gilman Scholar at Johns Hopkins. His newest book, Following the Leader: Ruling China, from Deng Xiaoping to Xi Jinping, was published by UC Press in January 2014.  His current field research and book-length project is: “Roads to Chinese Power: Railroad Infrastructure and Beijing’s Quest for Influence.”
